I went ahead and drilled the #12 hole in the elevator bell crank for the Garmin pitch servo before riveting the parts together. This allowed me to deburr the holes between the two halves before riveting.
I clecoed the parts together, measured the recommended hole location, then drilled to 3/16″ and reamed to #12.
